Unlawful use is now punishable

The first stage of Japan's revised law took effect on December 12, 2024. The Ministry of Health, Labour and Welfare states that unlawful use is now covered by the Narcotics and Psychotropics Control Act. The offense can carry up to seven years; other conduct has its own provisions and penalties.

Check every product before the border

Japan Customs lists cannabis and narcotic drugs among articles prohibited from import. A product being sold legally abroad does not establish that it may enter Japan. Check medicines, gummies, oils and vape products before travel rather than relying on the overseas label.

Do not assume a foreign prescription applies

Japan has separate procedures for bringing medicines for personal use, while narcotics and cannabis-related products are controlled under additional rules. A foreign prescription or medical card is not enough to make that decision. Confirm the exact product with the relevant Japanese authority before travel.

Consequences can extend beyond a fine

The Ministry of Justice says the maximum period from arrest to the charging decision is 23 days for a single suspected offense, subject to judicial review. Drug-law convictions can also affect a foreign national's immigration or future landing status. The result depends on the facts and legal process.

A CBD label is not enough: check the THC limit

The Ministry of Health, Labour and Welfare sets different residual Δ9-THC limits by product type. A product above the applicable limit is treated as a narcotic; a product at or below the limit is outside that narcotics control. “CBD” on the package does not by itself establish compliance.

When comparing products, check the product identifier, test date, testing laboratory and the matching COA. A shop being open or a product being available is not a substitute for checking the current rules and the specific product.
